Tim Schanne joined Bremerton Housing Authority in 2018, overseeing the quality and process improvement efforts for its Contract Management Services department. Since joining BHA, Tim has facilitated the organization’s strategic planning efforts and has led the organization’s move toward an employee-driven process improvement culture.
Tim joined BHA with decades of experience in management consulting and process improvement, in both the public and private sectors. Tim has a Masters in Business Administration from Columbia Business School and is a Lean Six Sigma Black Belt. Tim is a graduate of the Leadership Kitsap class of 2019.
Ms. Van Cleve is the Housing Director for Bremerton Housing Authority (BHA), joining the Executive team in 2010. Prior to her position with BHA, Ms. Van Cleve was a Senior Property Manager for the Seattle Housing Authority for their Low Income Public Housing portfolio.
Other positions held were Section 8 Manager, Occupancy Supervisor and Housing Inspector over the course of 16 years of employment. Ms. Van Cleve has a Bachelor’s of Science in Psychology with a Minor in Business Administration.
Carlita Mendez, CMS Director
Ms. Mendez has been the Contract Management Services Director for Bremerton Housing Authority (BHA) since August 2012, and has been specializing in the affordable housing industry since 1998.
Ms. Mendez served in many roles during her tenure at BHA and Dallas Housing Authority in Dallas, TX. Ms. Mendez took part of business ramp-ups and transitions for BHA’s Performance-Based Contract Administration operations for Washington, Nebraska, Utah, Georgia, Illinois, Southern California, and Hawaii.
Brian Clayton is a Certified Public Accountant and has many years of experience in accounting, finance, regulatory compliance, revenue forecasting, and operations management. Brian has also worked with federal procurement requirements as well as setting up cost accounting systems. Brian is a native of Kitsap County, having graduated from Central Kitsap High School. He is happy to be relocating from the east side of Seattle back to what he considers home.
Lorraine Viers has been the Head of Human Resources at Bremerton Housing Authority since 2010 and manages all aspects of HR for the agency. Prior to joining Bremerton Housing Authority, Lorraine held HR leadership positions at Magellan Behavioral Health, Skookum Educational Programs, Bates Technical College, and Emerald Home Furnishings. Other experience includes a Program Specialist at the Boys and Girls Club, and an Employment Counselor at the Washington State Employment Security Department (for the Work Source/Work First program).
Lorraine earned her associate’s degree in Business Administration and Management at Tacoma Community College, her bachelor’s degree in Workforce Education and Development at Southern Illinois University, and her master’s degree in Human Resources at Chapman University. She also holds a Senior Professional in Human Resources (SPHR) certification.
